Monetization exists only as a labeled marketplace next to the public record. It does not enter score_overall, the leaderboard, or the unsorted feed. No pay-to-hide. No burying an opponent.
The rules
- The record is free. Money never buys a score, a hide, or a bury.
- Outreach and cause CTAs sit in labeled slots only — never inside score widgets or the unsorted record feed.
- Every outreach row shows Paid by … and the FEC committee ID when the payer has one.
- Cause rows are labeled Nonprofit / cause — not the official record.
- Pending drafts appear on the money trail even at $0. They do not appear on district or official pages until approved.
- No dark patterns. No pay-to-hide. Opponents' records stay equally visible.
- Stripe is optional later. MVP stores intents and external checkout URLs only.
