Seed agencies in this build: ICE, FEMA, DOJ, HHS, EPA, IRS, and CBP. The set expands the same way — statutory mission plus a dual ledger of assisting and complicating / harming items, each with a source. We do not invent scandals or heroics.
Agency pages always show both columns: assisting, and complicating / harming. Language is tied to documented outcomes or standing public functions with a source. If a side has no structured public items yet, that column says so. Never a page that only dunks or only praises.

CBP is the DHS component that inspects people and goods at ports of entry and patrols between them. It collects duties and enforces customs, immigration, and some agricultural laws at the border.
