President and cabinet

The executive branch is a public record, not an AV index. Executive orders, memos, and agency actions never enter score_overall. There is no invented cabinet score.

President and vice president names come from unitedstates/congress-legislators executive.yaml (this page fetches that file on a cache miss — we do not wait for the ingest job) or a Federal Register executive-order president field. Official White House portraits attach from the cabinet page even when the img alt is empty — the filename identifies the sitting president and vice president. Cabinet names and official portraits attach from the same White House /administration/cabinet/ page on a cache miss (short timeout, cache-on-success) or during npm run ingest:executive. If that page is missing a chair, the card stays a title-only shield. We do not invent faces.
