The record isn't a feed.
Photo and video receipts attach to the civic record as unscored context. They never rewrite votes, money, attendance, or effects.
Field evidence is labeled context. It never enters score_overall. Tag a sitting official, recorded vote, ingested bill, agency, or Serve track. No private non-public people. Family and PII stay off this product.
No field evidence is filed yet. The feed stays empty until someone attaches a sourced receipt to the record. This page never rewrites the index.
